What properties may be considered a problem? The Coordinated Enforcement Division of the City of Vancouver lists the following;
- There are numerous by-law violations.
- The actions of the tenants are causing a negative impact on the neighborhood.
- The owner or tenant is a "repeat" offender.
- The building is being used as marijuana grow operation, "crack" house, clandestine lab, prostitution house.
- The business operator is carrying on an illegal activity i.e. dealing in stolen goods, dealing drugs, or is not properly managing the business.
- The building is a fire or health hazard.
Why report, and what are the benefits?

- More freedom to live and breathe on your block, and surrounding area.

- Renewed hope in a growing revitalizing community.
- We must in order to find positive change.
- For the future of our heritage village.
Does the system work?
- Yes, our community has had action through the city on 9 properties, and 1 business in the year of 2004. The results are incredible! Thus far substantial action was taken on all 9 properties. All 9 of the properties had numerous violations most notably drugs, prostitution, and refuse buildup. The business was illegally selling drug paraphernalia, and has been brought to task for the violation.
- Our community reported a possible marijuana grow operation, and was subsequently investigated and shut down.
How to report:
- We need as much information on the problem property as possible; a list of the violations.
- We need to have a strong history created for the property. What we need you to do is to . The first thing that the city does with properties like these is look at the police history. . The more history there is the easier it is for them to act, and they will act if we empower them to do so.
- . Please do not be intimidated to call, the Police are more than willing to come and take a look. The worst thing that we have done as a neighborhood is allow this kind of activity to go unchecked.
- Do not expect the police to show up every time. Every time that you and our neighbors call it gets logged in a storage bank at ECOM (911 center of operations), when the city gets a call regarding the place all the relevant history comes up on the system.
- If you see drug dealing, prostitution, gatherings of addicts, whatever then make sure you tell the 911 operator, if it is happening often then please tell the 911 operator.
- We will pass the address on to the other volunteer patrol leaders and we will do our best to make the property a part of our patrol route and report any of our findings. What this does is inform our local community police center of the presence of the problem. .
- If the property is littered with garbage, a possible fire or health hazard then proceed as follows. If it is a garbage concern then report your findings to Len Sugie at leonard.sugie@vancouver.ca or call him at 604-873-7584 (he is the city NIST contact for private property garbage issues). If it is a fire hazard concern call No.3 Mount Pleasant Fire Hall at 605-665-6003 or contact Robert Wilson at 604-873-7037. If it is a health or any other non-emergency concern please report it to mount.pleasant@vancouver.ca , or call Nancy Cheung at 604-873-7218.
- Other Important people that should be informed of what you see are the Community police center at 604-717-2935. They like to hear from the community members about our concerns.
- When we feel that we have enough information, and sufficient history we will pass the address on to the city. We will also check to see if our community police station has done anything regarding the address. We may already have enough history on the place to jump right to this step, if you and your neighbors have been acting. We will do our best to keep you informed of any developments.
